This comprehensive handbook serves as a strategic guide for municipal leaders and community organizers to dismantle systemic audism and foster linguistic affirmation. Developed as the final capstone for the Disability Studies and Community Inclusion minor, it synthesizes the "Disability Matters" series into actionable policy recommendations. The work emphasizes the transition from personal narrative to professional advocacy, providing a framework for creating natively accessible organizational workflows.

This handbook provides an analysis of Systemic Audism, Language Deprivation, and Deaf Leadership. It offers 10 concrete policy recommendations for local government structures to move beyond basic ADA compliance and toward true community belonging.

This capstone serves as the foundation for my upcoming ADA Coordinator Training Certification and CPACC certification.
